This is saw palmetto. The stems are spiny enough to slice leather, hence the name. It is important in holding the sand and building dunes, and its roots are fire resistant so it quickly recolonizes. Native Americans used the fruits as sedatives and to treat infection...nowadays they sell it health food stores for "male reproductive health", I believe. Indians also used the points with the attached confetti for sewing.

We have lots of palmetto in Texas but I don't ever recall seeing the curly cue thingies.
